Saint Petersburg is the second largest city in Russia behind Moscow. It has an estimated population of around 4.9 million people. The unemployment rate in Russia went down to 5.2 percent in September from 5.3 percent in August 2015 making it the lowest rate since November 2014. This means that there were 35000 less unemployed people in Russia than in the previous year. The highest unemployment rate in Russia occurred in 1999 when it reached 14.1 percent. The lowest rate recorded in the country was 1.8 percent in August 2014. Saint Petersburg is home to one of the largest public higher education institutions in Russia, Saint Petersburg State University that enrols approximately 32,000 undergraduate students.
