During this period it went for 29.6 percent to 28.1 percent. Between 1997 and 2014 the average rate was 26.3 percent. During this time Namibia experience both their record high unemployment in 2005 (37.6%) and record low in 1997 (19.5%). There are four teacher training universities, three colleges of agriculture, a police training college, a Polytechnic at university level, and a National University. While the polytechnic admits students with a qualifying Grade 12 Certificate, the National University is more restrictive.
