During this time Namibia experience both their record high unemployment in 2005 (37.6%) and record low in 1997 (19.5%). There are four teacher training universities, three colleges of agriculture, a police training college, a Polytechnic at university level, and a National University. While the polytechnic admits students with a qualifying Grade 12 Certificate, the National University is more restrictive.
