Maseru is the capital and the biggest city in Lesotho. It is also the capital of the district of the same name. The city was first established as a police base and became the capital when the country was declared a British Protectorate. Between the years 1997 and 2008 the unemployment rate averaged around 30.6 percent and in 1997 was at an all-time high of 39 percent. In 2010 the government of Lesotho enforced a legislation that provided for free education for all its citizens. There is one university in the city of Maseru. This is a campus of the Limkokwing University. It has been in the city since 2008. This university is a university of creative technology.
