Tallinn is the capital city of Estonia and the largest city in the country. The city has an estimated population of around 440,000 people. The town is listed as a UNESCO world heritage site. Between 1989 and 2015 the rate of unemployment averaged around 8.5 percent. In 2010 it reached an all-time high of 20 percent and in 1989 the rate was the lowest ever seen in Estonia of 0.5 percent.
