Baku is the capital city of Azerbaijan. It is the largest city in the Caspian Sea and the Caucasus region and lies 28 metres below sea level, making it the lowest lying capital city in the world. It is home to 2 million people, approximately 25% of Azerbaijan’s population. In 1919, Azerbaijan established its first university, the Baku State University. When Azerbaijan gained its independence in 1991, a number of private educational establishments were created such as Qafqaz University and Khazar University. The government also implemented the Academy of Public Administration and Azerbaijan Diplomatic Academy. More military based academies were created at about the same time. Baku is also home to the Azerbaijan National Academy of Sciences which is a research organisation.
