Baku is the capital city of Azerbaijan. It is the largest city in the Caspian Sea and the Caucasus region and lies 28 metres below sea level, making it the lowest lying capital city in the world. The government also implemented the Academy of Public Administration and Azerbaijan Diplomatic Academy. More military based academies were created at about the same time. Baku is also home to the Azerbaijan National Academy of Sciences which is a research organisation.
